The Bible says that many are called, but few are chosen (Mt. 22:14). I thought about it from a modern, "e" kind of way (e, as in electronic). Though they are called, why do some people not get chosen? They might say...
My battery was low, and I did not get the call.
I was in a location where the reception is really bad.
I had this number blocked.
There was so much noise and distraction that I did not hear the call.
I did not recognize the caller id.
I had my phone turned off.
I let my voice mail answer, and just did not respond.
I was busy, and did not want to be bothered.
I was talking to someone else.
I felt bad because I had not returned an earlier call.
I felt bad because I hung up the last time.
I felt bad because ... (fill in the blank).
I was resting.
I was taking a nap.
I was watching a program, or a movie or an infomercial or something.
I was just getting ready to go somewhere.
I had just gotten back from somewhere.
I was daydreaming about somewhere.
I had a lot of other things on my mind.
I was just relaxing and did not want to think about anything.
I was expecting a call from someone else.
I was not in the mood to talk with anyone.
I was still upset over our last conversation.
I figured I would not be interested in what you had to say.
I knew I did not want to hear from you.
And the excuses go on and on and on and...
THE BOTTOM LINE... Many are called but few are chosen.

BECAUSE THEY DO NOT ACCEPT THE CALL.
